HEALTH REGULATIONS FOR ALL POULTRY

Pursuant to the authority in Chapter 27, Title 3.1, Section 3.1-723 thru 3.1-741 of the Code of Virginia (1950) as amended, the Board of Agriculture and Commerce hereby adopts the following rules and regulations relating to the control and eradication of pullorum disease and fowl typhoid in Virginia.

SECTION 12.1 – DEFINITIONS

Poultry – Live fowl, including chickens, turkeys, waterfowl and game birds, which are propagated and maintained under the control of any person.

SECTION 12.2 – AUTHORITY

Full authority for the control and eradication of pullorum and typhoid in poultry in this state is hereby vested in the state veterinarian; and without limiting the generality of the foregoing provision; it shall be the function, power and duty of the state veterinarian to administer the following provisions:

All poultry shown in public exhibitions in this state shall have originated from United States pullorum/typhoid clean or equivalent flocks or have had a negative pullorum/typhoid test within 90 days of the movement to the public exhibition.

A state veterinarian or his representative will be present on Fair Monday to administer the pullorum/typhoid test.  For further information or clarification of the rules, please contact the chairperson of the Poultry Show or a health officer.

RULES FOR YOUTH SHOW

ALL GENERAL LIVESTOCK RULES WILL APPLY TO POULTRY EXHIBITORS

PLEASE READ!

1.     This show is open to any youth that are residents of Frederick County or the City of Winchester, who are between the ages of  5 and 19.

2.     Exhibitors will provide their own feed and water for their poultry.  Exhibitors are expected to feed and water their birds daily, keep their cages clean, and assist in keeping the poultry building clean.

3.     Exhibitors must complete the livestock registration form found in the center of this catalog and mail it to the Frederick County Extension Office by the date stated on the form.  All poultry should be brought to the Fairgrounds by 12:00 noon on Fair Monday.  Poultry will be judged Monday afternoon.  Exhibitors may not enter more than two entries per class.

4.     All Exhibitors of market birds to be sold at auction on Friday night must:

A.    Be tested, registered, and banded on June 30th at 7pm at the poultry building;

B.    Have 4-H or FFA project book checked on June 30th and fair Monday;

C.    Participate in two hours of work detail at the fair and send two letters to new buyers;

D.    Participate in Quality Assurance training;

E.    Must sign and submit code of ethics form;

F.     Participate in Poultry Showmanship at 2 pm at Poultry Building on

Fair Monday; and

5.     Market Birds may be removed by buyer after sale on Friday with bill of sale.

6.     A Poultry Showmanship Award will be given to one exhibitor (youth or adult) who shows good sportsmanship and showmanship, assists in keeping the entire poultry area neat and keeps their own cages clean and their birds fed and watered.  Scott Athey will serve as a judge and sponsor of  this award.  A cash award of $20.00 and a plaque will be presented to the Showmanship Award Winner on Friday evening before the market animal auction in the livestock building.

7.     All birds must have fair tag on outside of cage and be completed with bird in proper class by 12:30 pm fair Monday or will not be judged.  If you need help filling out the tag please come to the poultry building before 11:30 am to allow time for changes.

8.     Use white fair tag.

Rules for Open Show

Please refer to the health regulations for all poultry as stated at the beginning of this section.

The 43rd Annual Frederick County Fair Market Steer Sale was held on Friday,

August 3, 2018.

Nineteen steers totaling 24.495 pounds were sold at a gross income of $81,622.05.  The average price was $3.33 per pound.

The Frederick County Fair Association and the youth of 4-H and FFA deeply appreciate the continuing support of the many individuals and businesses who expressed their interest in the youth of our community

Rules:

1.   Angel Food Cake must use King Arthur Flour and be made from scratch. No cake mixes or prepared frostings. Use ingredients that are readily available in grocery stores.

2.   Entrant must bring the opened bag of King Arthur Flour or submit a UPC label from the flour bag when entry is brought to the fair.

3.   Must provide a legible or typed recipe on and 81/2 x 11 sheet of paper with name, address, daytime and evening phone numbers and email address is available on the back. Recipes must be legible and include a phone number or entry will be disqualified.

4.   Directions for preparing the recipe must be clear, measurements should be in level cups, tablespoons, teaspoons or fractions thereof: also include pan size, cooking temperature, number of servings and any other pertinent information.

5.   Recipes will become property of King Arthur Flour, which reserves the right to edit, adapt, copyright, publish and use for publicity, promotion or advertising without compensation.

6.   Fair committee selects judges; judges’ decisions are final. Judging is based on the following criteria:

a. Flavor                                              50 points

b. Overall Appearance or Creativity   25 points

c. Texture                                            25 points

Scare crows MUST be free standing and completely weather proof.  They will be displayed outside on the fairgrounds during fair week.  They may be attached to a fence.  Scare crows that are not picked up on Fair Sunday will be disposed of.  This event is only open to youth ages 5-19.

Suggestions for scare crows could include dressing in a theme, specific style, favorite sports team, schools colors…etc.

Special Rules

1.      All entries must be labeled as to kind, wrapped in plastic bags furnished by the fair, except for decorated cakes and cupcakes.

2.      Exhibitor may place only one entry in each class.

3.      Commercial mixes or commercial pie fillings are not to be used in this section.

4.      All exhibits must be the work of the exhibitor.

5.      No meringue, custard or cream pies will be accepted.

6.      All iced cakes should be double layer except decorated cakes.  Other cakes should be baked in a tube pan.

7.      Loaf bread should be baked in a standard sized loaf pan.

Judging Criteria

Cookies:

 Uniform in size

Even brown

No off flavor of fat, soda, etc.

Texture fine grain – tender, soft or chewy

Breads, Rolls and Biscuits:

 Appearance, good taste

Golden color, texture light and tender

Pleasing taste

Frosting and Candy:

 Moist creamy consistency

Fine texture – free from crystals

Butter Cakes:

 Texture – tender, breaks easily, grain small & uniform

Light, moist and no soggy spots

Pleasing flavor , top lightly brown

Sponge Cakes:

 Appearance light brown w/ slightly rounded top

Texture – loose but tender and velvety, small grained and no doughines

3. All specimens must be displayed in the bottle provided.

4. The pot will not be included in the measurement.

5. Specimen should have one flower showing good foliage.

6. No wreaths or door decorations.

7. CONDITION FLOWERS IN WARM WATER AFTER CUTTING.

Special Rules

1. All clothing must be cleaned and pressed.

2. Garments must be brought in on hangers and may be in clear plastic bags, if exhibitor desires.

3. All exhibits must be the work of the exhibitor and not previously exhibited in the Fair.

4. Exhibitors may enter an exhibit in a class of a higher department but may not enter a class in a lower department.  Example:  An exhibitor who has 3 & 4 years sewing is classified as an intermediate, but if this exhibitor chooses to enter clothing articles in the Senior department, this same exhibitor may not enter garments in the Junior or Intermediate department.

5. Exhibit tags must be secured to clothing, it is recommended tags be “safety pinned” to garments.  Pins will be furnished by the Fair.

6. Please submit pattern envelope and guide sheet with garment.

 

Judging Criteria

- General appearance – clean and pressed

- Design and color, suitable material used for garment

- Workmanship considerations: stitching, trimmed edges, seams, facing, casing, elastic

- Hems, darts, collars, sleeves

- Closures – zippers, buttons, snaps
