HEALTH REGULATIONS FOR ALL POULTRY

Pursuant to the authority in Chapter 27, Title 3.1, Section 3.1-723 thru 3.1-741 of the Code of Virginia (1950) as amended, the Board of Agriculture and Commerce hereby adopts the following rules and regulations relating to the control and eradication of pullorum disease and fowl typhoid in Virginia.

SECTION 12.1 – DEFINITIONS

Poultry – Live fowl, including chickens, turkeys, waterfowl and game birds, which are propagated and maintained under the control of any person.

SECTION 12.2 – AUTHORITY

Full authority for the control and eradication of pullorum and typhoid in poultry in this state is hereby vested in the state veterinarian; and without limiting the generality of the foregoing provision; it shall be the function, power and duty of the state veterinarian to administer the following provisions:

All poultry shown in public exhibitions in this state shall have originated from United States pullorum/typhoid clean or equivalent flocks or have had a negative pullorum/typhoid test within 90 days of the movement to the public exhibition.

A state veterinarian or his representative will be present on Fair Monday to administer the pullorum/typhoid test.  For further information or clarification of the rules, please contact the chairperson of the Poultry Show or a health officer.

RULES FOR YOUTH SHOW

ALL GENERAL LIVESTOCK RULES WILL APPLY TO POULTRY EXHIBITORS

PLEASE READ!

1.     This show is open to any youth that are residents of Frederick County or the City of Winchester, who are between the ages of  5 and 19.

2.     Exhibitors will provide their own feed and water for their poultry.  Exhibitors are expected to feed and water their birds daily, keep their cages clean, and assist in keeping the poultry building clean.

3.     Exhibitors must complete the livestock registration form found in the center of this catalog and mail it to the Frederick County Extension Office by the date stated on the form.  All poultry should be brought to the Fairgrounds by 12:00 noon on Fair Monday.  Poultry will be judged Monday afternoon.  Exhibitors may not enter more than two entries per class.

4.     All Exhibitors of market birds to be sold at auction on Friday night must:

A.    Be tested, registered, and banded on June 30th at 7pm at the poultry building;

B.    Have 4-H or FFA project book checked on June 30th and fair Monday;

C.    Participate in two hours of work detail at the fair and send two letters to new buyers;

D.    Participate in Quality Assurance training;

E.    Must sign and submit code of ethics form;

F.     Participate in Poultry Showmanship at 2 pm at Poultry Building on

Fair Monday; and

5.     Market Birds may be removed by buyer after sale on Friday with bill of sale.

6.     A Poultry Showmanship Award will be given to one exhibitor (youth or adult) who shows good sportsmanship and showmanship, assists in keeping the entire poultry area neat and keeps their own cages clean and their birds fed and watered.  Scott Athey will serve as a judge and sponsor of  this award.  A cash award of $20.00 and a plaque will be presented to the Showmanship Award Winner on Friday evening before the market animal auction in the livestock building.

7.     All birds must have fair tag on outside of cage and be completed with bird in proper class by 12:30 pm fair Monday or will not be judged.  If you need help filling out the tag please come to the poultry building before 11:30 am to allow time for changes.

Specific Information for Rabbit Exhibitors

ALL GENERAL LIVESTOCK RULES WILL APPLY TO RABBIT EXHIBITORS

PLEASE READ!!

1. The show is open to anyone who is a resident of Frederick County or the city of Winchester..

2. All rabbits must be brought to the fairgrounds on Fair Monday July 29, 2019.

3. Rabbits will be judged fair Monday, July 29, 2019 at 1:00 pm. Exhibitors may not enter           more than two entries per class.

4. Rabbit Showmanship will be on Monday, July 29, 2019.

5. You must feed and water rabbit daily. Failure will result in forfeit of your prize money.

6. You must clean your rabbit cage, failure to so will forfeit of your prize money.

7. Rabbits will be judged according to the American Rabbit Breeders Association Standards.

8. You must show your rabbit in the rabbit show if you are in 4-H or FFA. (see rules)

9. You must have submitted the amount of rabbits to the 4-H office by July 1, 2019.

10. You must attend one fair work detail.

11. Fair will supply bedding.

12. Chairperson has the right to make any decisions.

13. All rabbits remain in place until 10:00 pm on Fair Saturday August 3, 2019.

1. You must have a completed workbook that has been checked.

2. You must be dressed in nice clothing. (if any questions please speak with Sandy)

3. You must be at the rabbit barn one hour prior to the show.

Bright Stars Goat Show Print E-mail

BRIGHT STARS GOAT SHOW

The Frederick County Fair is delighted at the opportunity to offer our 4th Annual “Bright Stars Goat Show” at the 2019 Fair. The show will take place on Thursday morning, August 1st in the Show Barn on the fairground premises at 9:00 a.m. The show is open and specifically designed for those who are enrolled in a Frederick County and Winchester City Schools and between the ages of 9 & 19 years with a developmental disability.

Those individuals who wish to participate will be paired with a 4-H or FFA exhibitor who is currently exhibiting a goat project at the 2019 Fair. Participants will have the opportunity to become acquainted with the goat and their helper as we encourage children to arrive at the barn a half hour prior to the 9:00 a.m. show time.

During the show, each child will be announced as they enter the ring. Their name, age, school, favorite hobbies and why they were excited to show in “The Bright Stars Goat Show” will be shared with the audience. We ask that a parent or guardian accompany each child during the event.

General Livestock Rules Print E-mail

General Livestock Rules

BEEF, GOATS, SHEEP, SWINE, RABBITS AND POULTRY

Livestock shows are co-sponsored by the Frederick County Fair Association, 4-H and FFA.

Each livestock exhibitor has an obligation to read the rules for their own best interest.

 

1)     All Frederick County Fair exhibitors who show or sell livestock at the fair must contribute two (2) hours to a work detail day at the fairgrounds.  Failure to complete this requirement will result in the exhibitor not being allowed to show or sell his/her animals at the fair.

2)     4-H and FFA members who show or sell market animals at the Frederick County Fair will be required to have project books checked twice:

a)     At least one week prior to the fair, Project/record books must be up-to-date and reviewed by an adult club leader, agriculture education instructor or extension agent.  If not up-to-date, resubmit prior to the Monday of fair week to be able to Show or sell in the current year’s fair.

b)     By August 31st of each year, these books need to be checked again for completeness.  Completeness means that all applicable and attainable information has been entered on each page.  This includes project planning, worksheets, feed information, financial information, show and sale results, and 4-H club information.  Pages that are left blank will indicate an incomplete record book.  Exhibitors who do not follow this rule will not be allowed to show or sell market animals in the Frederick County Fair the next year.

3)     Each Exhibitor must send two (2) letters to NEW potential buyers.  The deadline for these letters to be submitted to the Frederick County Extension Office is June 6, 2016.   Envelopes must be prepared with name and address, stamped, and not sealed.

4)     A MAXIMIUM OF 6 MARKET ANIMALS FROM ALL SPECIES CAN BE SOLD EACH YEAR PER YOUTH EXHIBITOR.  Animals that will be sold at the Friday SALE must be declared by 5 pm on Fair Monday to the chairperson of each species.

5)     All exhibitors must Pre-Register their livestock with Fair Registration.  Register online at www. Frederickcountyfair.com by 8:00 pm, Saturday, July 27, 2019 or complete the registration form in the center of the Fair Catalog and mail the form postmarked by Tuesday, July 23, 2019 to Fair Registration, 3191 Woodside Road, Clearbrook, VA 22624.  Exhibitors will need to check in at the registration desk on Sunday from 2:00 pm-5:00 pm or Fair Monday from 9:00 am – 11:30 am to sign up for their pass(s).  Failure to properly register will result in forfeiture of prize money and ribbons.  Exhibitors must also turn in the Livestock Pre-Registration form and a signed copy of the Code of Ethics form to the Frederick County Extension Office by the date stated on the forms.  Failure to turn in the forms will result in the exhibitor not being allowed to show or sell their animals.

6)     Each Livestock exhibitor, with the exception of poultry and rabbit exhibitors, are required to receive Youth Meat Quality Assurance (YMQA) Training prior to fair week to be eligible to show their livestock at the Frederick County Fair.  The Youth Meat Quality Assurance Program is a program designed to teach youth the basics of animal husbandry and general  management practices in raising a project animal.  This program provides a foundation of animal management for youth of all ages.  The mission of this youth meat quality assurance program is to maximize consumer confidence and acceptance of the food products produced via youth livestock projects.

7)     All Market animal exhibitors must be enrolled as a 4-H or FFA member in Frederick County or Winchester as of  January 1 of the year of the show and must be 9 years of age or older as of September 30 of the current fair year.  Eligibility of 4-H membership terminates on December 31 of the year the member has their 19th birthday.

8)     All livestock are to be owned, cared for and housed in Frederick County by the exhibitor by the specified date for each species.  Livestock must be housed at the exhibitor’s residence.  Exhibitors who are unable to house their livestock at their own residence must do one of the following:

a)     If the exhibitor, for the first time, is housing a species at a location other than their residence, then they must have approval from the Fair Board 30 days prior to the stated ownership date for that species.  This still involves the exhibitor attending a fair meeting to ask for this approval.

b)     If the exhibitor has previously kept a species at a location other than their residence (within the last year), and if no problems were evident and the animals will be housed at  the same location as the previous year, then the exhibitor is not required to attend a fair meeting for approval.  However, the exhibitor must notify the chairperson for each species 30 days prior to the stated ownership date for that species.  If a different species (for example hogs) is being housed for the first time at a location that the exhibitor previously kept another species (for example lambs), then that exhibitor still must come to the Fair Board as indicated in part A of this rule.

9)     Chairpersons and fair officials reserve the right to view exhibitor’s animals from the tagging date until the opening of the fair.

10) There will be no livestock taken to trailers at any time during the week of the fair, only with the permission from livestock committee.

11) Animals entered in the Frederick County Fair must follow all health requirements and the code of ethics as listed in this book. Any animal may be subjected to blood and/or urine sampling and testing at the time of the Fair.  All animals must be properly castrated and completely healed.  The Fair Association has the right to disqualify any animals, if the appearance or temperament of which has been changed or altered by any process.  This includes attempts to dye, discolor the natural hair color, use of tranquilizers and the use of ice.  Any exhibitor caught in violation of such rule shall be banned from showing and selling any livestock project at the current and following year Frederick County Fair.

12) Exhibitors will be expected to keep their animals fed and provided with clean water.  The pens and surrounding area should be cleaned daily throughout the entire week and must be presentable to the public by 4 pm.

13) All animals must be under the control of the exhibitor to be eligible for awards.

14) All animals must be shown by the owner.  The only exception will be injury or if an exhibitor has more than one entry in a class.  Only then can another Frederick County 4-H or FFA member who is eligible to show present the animals.

15) All exhibitors must participate in Showmanship classes.

16) Proper attire will be required for livestock shows and sales.  Exhibitors should wear shirts or blouses and respectable pants.  No t-shirts, shorts, tennis shoes or open-toed shoes will be permitted.

17) Once at the Frederick County Fair, fitting and showing of all market animals is the sole duty of the exhibitor to show the animal(s) is registered, the parents/legal guardians and their brothers and sisters.

18) Agriculture instructors, extension personnel and fair officials may provide limited expertise to exhibitors needing assistance.

19) Livestock will not be permitted to be “tied out” during Fair Week.  Animals are to remain in the barns during the night.

20) Animals sold in the auction will remain the responsibility of the exhibitor until the buyer or other person authorized by the Fair removes the animal.

21) Prize money will be withheld until the barn and cage facilities are cleaned and meet the approval of the species chairperson.

22) Monitoring of these and other market animal rules will be the responsibility of the fair officials, the extension personnel and the agriculture instructors.  Enforcement of these rules will be the sole responsibility of the Fair Association.  Grievances, protest, etc. should be should be handled through the Fair’s grievance policy as stated in the General Rules and Regulations.
